Until now, the projects of the telecommunications ICCs - "Mobile Communications" and "Fixed Communications", as well as the ICC "Satellite Communications" - unlike all other 34 industrial competence centers, are associated with the creation of hardware solutions, in particular, domestic base stations or routers. Due to Oracle's departure from the Russian market, Rostelecom faced the task of transferring the NRI and OSS/BSS systems to a domestic DBMS, and at the same time to an operating system from the Russian software registry. At the same time, other telecom operators should also benefit from the implementation of these projects: the products of OS Group and Nexign have other users in Russia.

According to Darius Khalitov, some time ago Rostelecom chose the NRI system called EqM (Equipment Manager), created by the St. Petersburg company OS Group. It was based on the Oracle DBMS. In 2022, it became clear that EqM needed to be transferred to a domestic database management system, as well as to a Russian operating system.

After this realization, Rostelecom saw the critical importance of control over the developer, so it decided to buy OS Group. The deal took place in September 2023. According to the Kartoteka.ru service, since September 2023, the owner of OS Group (now Orange System Group) has been OSInform LLC, whose founders are AMT JSC (a 100% subsidiary of Rostelecom) and Orange System Group JSC. Thus, Rostelecom has controlled 100% of OSInform LLC since September 14, 2023.

"The corporate standard at Rostelecom is the Russian operating system RED OS and the Pangolin DBMS (its developer is Sber, which created this DBMS based on PostgreSQL - ComNews note ). At the same time, we decided not to simply rewrite the old product for this OS and DBMS, but developed a fundamentally new architecture based on a microservice approach," said Darius Khalitov.

With the help of a variety of modules, Equipment Manager provides a number of key functions inherent in Operations Support Systems (OSS) class systems, including network accounting and inventory, document flow, accounting of linear cable structures and logical resources, as well as the Warehouse module.

Since EqM is also used by other telecom operators (in particular, Er-Telecom Holding and MegaFon's subsidiary NetByNet), OS Group is also creating versions of the updated product for Astra Linux and Alt Linux operating systems, as well as for Postgres Pro and two others.

The second project - on OSS/BSS - Rostelecom is discussing with PAO MegaFon, which is not only a major user of the Nexain product (like Rostelecom), but also its 100% owner. "We are working with MegaFon on creating an import-independent billing system for networks with more than 5 million subscribers," said the new CIO of Rostelecom.
