As Oleg Li emphasized, in terms of the number of scientific publications, Russia lags significantly behind the leaders — the United States and China. According to him, their number for 2023 did not exceed 150, and their authors — no more than 30, while China's figures for the same period are at least an order of magnitude higher. As Oleg Li noted, one of the measures envisaged within the framework of the national project "Data Economy" will be the creation of at least 12 research centers in the field of AI by 2030.
Another problematic point, according to Oleg Li, is the small number of startups. The volume of their financing, according to the deputy head of the National Center for Artificial Intelligence Development, is 1000 times less than in the United States, while in Russia there are no measures to support such companies at relatively late stages of development. Oleg Li announced the emergence of new financing programs for such companies by the end of 2024.
