The center was opened as part of a national project to create an industrial automation platform, which was initiated by the Russian Ministry of Industry and Trade. Gazprom Neft is one of the leaders of the working group. The participants' tasks include developing and approving national and industry standards, pilot testing, and pilot implementations for replicating solutions. The partners will also develop an open automated process control system (APCS).

The testing center will become a platform for interaction between the expert community – equipment manufacturers, vendors and programmers. It will also host classes for students of Tyumen universities, training courses for the company's employees, who will receive the necessary skills to work with modern automated systems.
