From 2023, this payment can be issued for any child. Only families with a certain income can apply for it.
Mandatory conditions:
the child is under three years old;
he and his family are citizens of Russia, permanently residing in the country;
the average income of each family member is less than two “adult” subsistence minimums in the region.

Amount of payment
It is an amount equal to the "child" subsistence minimum in the region where the family lives. For example, in Moscow in 2023 it is 18,770 rubles.
Who can apply?
The child's legal representative. Most often, this is the mother. However, the father, a relative caring for the child, as well as a guardian, trustee or adoptive parent may also apply for the payment. Everything depends on the specific situation.
Where to apply
Since 2023, payments have been assigned by the Social Fund of Russia (SFR) - a merger of the Pension Fund and the Social Insurance Fund. You can contact them directly or submit an application with a set of documents through the MFC or the State Services portal.
Childbirth allowance
This is a fixed one-time benefit for children under 3 years of age, which is paid “automatically” and does not depend on the parents’ income or whether they have official employment.
Amount of payment
From February 1, 2023, it is 22,903 rubles. Please note that the benefit is indexed annually. Also, in some regions, “regional coefficients” are applied - if they exist, the amount is multiplied by the corresponding value.
