By amending the law

The procedure for accreditation of centers is also being tightened. A special body will be created that will review the documents of the CAs, assessing how much they comply with the requirements of the law. Centers that have not been accredited will be closed from January 2022, and the EPs issued by them will become invalid. As a result, the number of CAs will decrease by an order of magnitude, and only the largest players will remain, which, according to legislators, are more stable and more responsible when checking applicants' documents.

On Electronic Signature", the state is trying to cut off unscrupulous players and make the use of EP as secure as possible. And the creation of a reliable and secure mechanism for electronic certification of documents is another step towards paperless document flow, which, in turn, is an important element of the digital transformation of the country's economy.

The task of import substitution of software set by the country's leadership is gradually being solved, as evidenced by the constantly expanding register of Russian software. Significant difficulties arise when it is necessary to replace proprietary platform solutions, such as DBMS, for the development and improvement of which Western vendors have spent years of work and a lot of financial resources. It is unlikely that there will be a domestic developer capable of creating such a product from scratch, but the task is significantly simplified if there is a sufficiently mature solution with open source code, on the basis of which one can build one's own commercial products. Fortunately, in the case of relational DBMS, such a solution exists: it is being developed and supported within the framework of the open PostgreSQL project. One of the commercial solutions based on it was the Jatoba DBMS, released last year by the company "Gazinformservice".
