First, define what action the user should perform to be included in your group: submit the form, open it but not send it, or just open it.

To be clear, the first group (“anyone who opened this form”) will be the largest, including both those who submitted the form and those who did not. The second group includes only those who did not submit the form, and the third netherlands rcs data group includes only those who did submit the form.
Then, specify how many days users should remain in the group after viewing or submitting the form. The maximum is 90 days.
Yes, I'm disappointed too. Other custom audiences allow you to set this window to as long as 365 days. Those 90 days of retention are a big limitation for a form-based audience.
All that's left for you to do is indicate the Facebook page you're referring to and the specific forms (you can choose one or more if you have them).
Name your group and click “Create Audience.” Done! Facebook may take a few hours to generate your group, but you can start using it almost immediately.
How to use this form-based audience?
When explaining the idea of a group of recipients based on a form, I already mentioned its possible applications. Let's deal with this issue in a bit more detail.
First of all, create groups for each form that is on your page . And do so using each of the three basic events. These are the main criteria and decide what the audience group will be useful for.
