At the same time, the government indicated with reference to the decree, “the version of the pre-installed single application store must be free for users at the time of first activation and during use.”
"The new regulation also supplements the list of classes of programs for mandatory pre-installation with programs whose main purpose is to check product marking codes. The specific names of such applications will be determined later," the statement says.
The domestic app store was developed on the instructions of the Chairman of the Russian Government Mikhail Mishustin. RuStore was created by VK together with the largest Russian IT companies with the support of the Ministry of Digital Development. It was launched in May 2022.
