What is the impact of deglobalization of the world economy on the development of the Russian IT market? This topic was discussed at a panel discussion of the forum "Day of Power", held by the company "Power" in Moscow at the end of September.

The expert believes that in the future the world will disintegrate into currency zones (such as BRICS), which will include groups of countries. Already today, an unambiguous example of such a disintegration is the growing confrontation in the world markets of the USA and China. At the same time, Russia today is in the conditions of even more severe "deglobalization", more like isolation, which requires domestic IT companies to have non-standard, but at the same time verified strategies for their development.

According to Mikhail Khazin, Russia can rely on Chinese products for some time, but it will inevitably have to learn to produce everything itself. However, as Shamil Aminev is convinced, the matter is not limited to production: "If we talk about the IT equipment market, deglobalization has shown itself very clearly here. In February of last year, most foreign manufacturers, which occupied up to 90% of the Russian market, began to leave it. This departure led to a sharp decline in the maturity level of the domestic IT market. The fact is that foreign manufacturers, along with the supply of goods, played a large role, expressed in a whole set of functions."

In particular, their most important function is R&D activities. In the world as a whole, about $2 trillion is allocated for R&D per year, of which about $250 billion is spent on IT. More than half of this amount is spent by American companies, which ensures their technological leadership in this segment. Another important role of Western vendors is supply chain management. In particular, our consumers are accustomed to first receiving the ordered products and only then paying for them. Foreign manufacturers also took on the financing of this scheme. According to Shamil Aminev, they involved about $2 billion in working capital in the Russian market. After their departure, suppliers began to demand prepayment from customers, since they themselves experienced a shortage of working capital.

Foreign manufacturers paid much attention to marketing. Not as some kind of means of manipulation, but as a channel for informing clients about all the functions and capabilities provided by these products. They also took on the tasks of training specialists in terms of preparing courses and certification rules. A very important task is to provide service for the supplied products. The consequence of the loss of these functions was a gradual decrease in the level of expertise in the domestic IT market, noted Shamil Aminev.
