Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation, reported at the Microelectronics forum that the Ministry of Industry and Trade is ready to exclude from parallel imports the positions of foreign vendors that Russian industry is able to completely replace.
"We are actively talking with computer manufacturers. I hope that by the end of this year - this will be an important signal for the market - we will conduct such an operation. Concentrating on the need for changes, we are ready to regulate parallel imports," said Vasily Shpak.

Svetlana Legostayeva, General Director of the Autonomous Non-Profit Organization for the Development of the Radio-Electronic Industry, Consortium "Computer Technology" (ANO VT), confirmed that ANO VT had previously put forward an initiative to exclude specific types, rather than brands, of computing equipment: "We proposed introducing a restriction regarding two types of servers that correspond to OKPD2 codes - 26.20.14.120 (single-processor and dual-processor servers) and 26.20.14.150 (data storage servers). This is the simplest equipment that has been successfully produced by domestic companies in sufficient quantities for several years now and which does not need to be replaced by foreign analogues."
Svetlana Legostayeva emphasized that the consortium's initiative specifies precisely the nine-digit OKPD codes, which allow differentiating between types of solutions. "It is premature to raise the issue of prohibiting parallel import of high-performance, four-processor, blade servers, high-performance PACs and storage systems - 26.20.14.110; 130; 140; 160; 170 and 26.20.21.000," she added.
Vladislav Ganyushin, Director of Solution Sales at Inferit Technika (a Russian manufacturer of computer equipment, part of the Softline Group of Companies), noted that in Russia they know how to make personal computers, laptops and server equipment, there are difficulties with data storage systems, but they are already being produced in the form of software-controlled data storage systems (DSS). As Vladislav Ganyushin notes, for now such products are inferior to world-class leaders - Huawei, DELL-Emc, Netapp, which have written logic at the microprocessor level.
Head of IT infrastructure at K2 Integration JSC (K2Tech system integrator) Alexey Zotov reported that the choice on the server market is wide. Among domestic equipment - registry and other - these are Yadro, Aquarius, F+, Inferit, ICL, etc. Customers' needs for classic rack servers are met. Some companies also choose OCP solutions from GAGAR>N, Delta Computers, Norsi Trans, OpenYard. Questions may arise only when choosing solutions with four or more processors, as well as with graphic adapters.
"The situation with data storage systems is more complicated: the choice is limited to entry-level and mid-level systems, which are not always able to satisfy the needs. The market prefers Chinese vendors - Huawei, QSAN, Maipu, some of which are supplied officially with a vendor warranty and support. Or familiar systems from unfriendly countries, which come as parallel imports. At the same time, increased demand for domestic hardware solutions and high requirements that customers place on them have already stimulated the development of Russian storage systems. Among Russian manufacturers, customers prefer solutions from Yadro - the Tatlin line of storage systems, as well as software storage systems, for example, from Baum and Aerodisk," added Alexey Zotov.
