JSC Globalstar - Space Telecommunications (GlobalTel) was a service provider of Globalstar services in Russia. On December 27, 2023, the decisions of the State Commission on Radio Frequencies on the registration and control over the use of subscriber earth stations for satellite communications of the Globalstar-ASS, Globalstar-ASM and Globalstar-ASP types in the territory of the Russian Federation ceased to be effective.

The largest creditor of GlobalStar LP, the space technology manufacturer Loral Space & Communications (USA), laid claim to a 49% stake in GlobalTel, and the Russian side demanded that GlobalStar LP repay its financial obligations. After a nine-year series of legal proceedings in Moscow and London, which began in 2006, the parties reached a settlement agreement, and in March 2015, the Rostelecom group increased its stake in GlobalStar JSC to 100%. GlobalTel transmitted traffic to Globalstar satellites through three Russian ground gateway stations (in the cities of Pavlovsky Posad near Moscow, Novosibirsk and Khabarovsk), which allowed the company to comply with SORM requirements," added Leonid Konik.

GlobalTel stopped providing services in Russia back in March 2022. According to the latest entry in the Unified State Register of Legal Entities, JSC Globalstar - Space Telecommunications is an inactive organization; the company was liquidated in September 2023.

The American company has finally left the Russian Federation, and the legal entity that sold its services has been liquidated.

Director of the Department of Advanced Programs and the Sfera Project of the Roscosmos State Corporation Sergei Prokhorov told a ComNews correspondent that in the future, satellite voice communications could be replaced by the next-generation low-orbit Gonets system instead of Globalstar: it will provide satellite telephone services throughout Russia with the ability to access public telephone networks, including mobile, long-distance and international.

"The services will be provided via wearable subscriber terminals of the "tube" type. The subscriber lines are planned to use the S-band frequencies, which will provide the required speed and the ability to use compact antennas. The deployment of the "Gonets" group will begin in 2027," said Sergei Prokhorov.

Shareholder of the AltegroSky group of companies (satellite communications operator) Sergey Pekhterev explained that Globalstar clients previously used either telephones or pagers, but Gonets does not have telephone communications. "Clients who used data transfer services could switch to Gonets. And those who used telephones could switch to satellite communications from Thuraya, Iridium or Inmarsat," noted Sergey Pekhterev.
