Registration points will be opened in neighboring countries on the basis of organizations and institutions subordinate to the Russian Foreign Ministry, as well as representative offices of Rossotrudnichestvo. The certification center "Osnovanie" (AO "Analytical Center"), created with the participation of AO "RT-Proektnye Tekhnologii" and OOO "Seldon PRO", is authorized to issue electronic signatures to Russians abroad.

"The procedure for obtaining a qualified electronic signature (QES) abroad will not differ in any way from the same procedure in Russia. By prior appointment, the applicant austria whatsapp resourcewill have to come in person to the specified address with a passport, taxpayer identification number (INN) and insurance number (SNILS), fill out an application and receive a special token with a key and a certificate. The service is expected to be in high demand, since, according to various estimates, the number of Russian citizens living abroad is several million people. Remote digital systems will allow them not only to obtain a certificate or submit an application, but also to use an electronic signature in document flow, interact with banks, and use electronic documents for personnel and administrative appointments," Rostec said in a statement.

In response to questions from a ComNews correspondent, a representative of the Rostec press service said that the pilot project for issuing electronic signatures to Russian citizens abroad will last until December 31, 2025: "We will report the first results of the experiment to the Russian government by October 1, 2025, after which it will be possible to make a decision on scaling the project. The main objective of the pilot project is to demonstrate the demand for this service by our citizens abroad and the effectiveness of the tool, as well as its security."

A representative of the press service of Rostec reported that the project will be scaled up, in the event of a positive decision on the experiment, first of all to neighboring countries: "First of all, we are talking about countries with a friendly policy towards Russia. For the first stage of the service implementation (as part of the pilot project), we have chosen four countries - Armenia, Kazakhstan, Kyrgyzstan and Uzbekistan. In these countries, the creation of points for issuing electronic signatures has begun on the basis of organizations and institutions subordinate to the Russian Foreign Ministry, as well as representative offices of Rossotrudnichestvo."

The administrator of the Telegram channel "EDO for Business" told a ComNews correspondent that working from abroad is often associated with the need to sign documents remotely: "The use of electronic interaction using an enhanced qualified electronic signature (EQES) in such a situation is most justified. So the initiative is correct."

Konstantin Arkhipov, an expert of the Sreda EDO team at MTS Digital LLC, believes that the service will be in demand, since a large number of citizens live outside the Russian Federation and the use of a qualified electronic signature will make many operations and services available to such citizens, for example, real estate purchase and sale transactions.
