Electoral Accountability System (SPCE)

Post by monira444 »

Both the party and the candidates are required to open a specific bank account to record all campaign financial transactions. This type of account is opened with the registered CNPJ. At the end of the election year, the bank must close these accounts and the total balance is transferred to the bank account of the governing body appointed by the party.

Donations in cash or cash-estimated amounts received in this account must be made with a receipt signed by the donor. Expenses must be made by bank transfer or check. The Superior Electoral Court (TSE) sets the campaign spending limit for each election based on parameters defined by law. Anyone who fails to comply with these limits is subject to a fine equivalent to 100% of the amount exceeded.

In order to assist in the processing of financial statements, the Electoral Court developed the Electoral Financial Statements System (SPCE) specifically for this purpose . The system, provided for in TSE saudi arabia mobile database Resolution No. 23,406/2014 , is not complex, but requires that the person responsible for submission, be it the accountant, the candidate himself or another person financially responsible for the campaign, have knowledge of electoral legislation.

The program must be installed on the user's computer so that the information can be filled in correctly. The computer used must meet certain requirements for the program to be installed:

Java 7 virtual machine (available in the table below);

PDF Reader: Okular or Adobe Reader 8.1. or higher

According to the TSE website, the system will not consider the accounts as received if there are:

discrepancy between the number generated and the one printed on the statement of accounts;

inconsistency or absence of data;

absence of control number in the accounting statements;

another failure that prevents the electronic receipt of accounts in the database.

So always pay attention to these points.

Deadlines and approval
All cash resources must be acknowledged in the SPCE within 72 hours of receipt.

The first partial financial report must generally be submitted between the end of July and the beginning of August, and the second between the end of August and the beginning of September. These deadlines are set by the TSE.
