The current funding volume for the BAS national project in 2024–2030 is 713.7 billion rubles. This follows from the presentation by First Deputy Prime Minister Andrei Belousov for this meeting (Forbes has a copy). The funding amount includes 559.5 billion rubles from the federal budget, 41 billion rubles from regional budgets, and 113.2 billion rubles from extra-budgetary sources.
It is proposed to distribute federal budget funds within the framework of the BAS national project across five federal projects, according to Belousov’s presentation.
RUB 173.8 billion has been allocated for the development, standardization, and serial production of UAVs and components. For this purpose, developers and manufacturers will be offered subsidies. A network of research and production centers and a digital platform for developers, manufacturers, and operators should also appear.
166.9 billion rubles are allocated to stimulate demand for domestic UAVs. According to the project, a "state civil order" should be formed for drones. Consumers will be supported by subsidies and preferential leasing, the presentation says.
152.6 billion rubles are planned for a federal project, which will develop the infrastructure of communications, control and management of UAVs, as well as airport infrastructure. The project also provides for the development of regulatory framework for safety and access to flights, as well as "optimization of UAV certification."
44.4 billion rubles will be allocated to support R&D in promising areas.
21.8 billion rubles are allocated for educational programs at all levels of education, as well as for a digital personnel registry.
According to the presentation, the goals of the national project include increasing the share of domestic drones on the Russian market to 70.3% in 2030 (from 41.5% in 2024), increasing the number of produced Russian drones weighing over 1 kg to 32,500 units in 2030 (from 11,700 units in 2024), increasing the number of certified types of drones to 30 in 2030 (from 10 in 2024), reducing the time it takes to gain access to the use of airspace to two hours in 2030 (from 120 hours this year), and bringing the number of specialists in the field of development, production, and operation of drones in the unified register of UAS personnel to 1 million people in 2030 (according to the presentation, there are no such specialists this year).
