The companies that took part in the study noted that custom software development in the domestic market accounted for about 70% of sales of service companies and up to 20% of product companies before the start of the CBO. According to the results of 2022, these figures were 60.2% and 7.7%, respectively, and according to the results of 2023, an even greater decrease was revealed - to 28.9% and 7.4%.

"This reflects the desire to create new solutions to replace software products of foreign companies that left the Russian market after the introduction of anti-Russian sanctions. It can also be reasonably assumed that due to the abolition of VAT on the sale of licensed software, it has become more profitable for companies to sell unique custom systems as replicated software (software products)," the authors of the study explain.

According to the study, the volume of sales of custom software development services on the domestic market amounted to approximately RUB 205 billion at the end of 2023, having significantly decreased compared to the same indicator in 2021 and 2022 (about RUB 265 billion). At the end of 2021, an increase in income from the provision of these services within Russia by 20-21% was recorded.

Sales of Russian software products accounted for 65.8% (a year earlier - 78%) of the income from work in the domestic market of product companies and 35.9% of service companies (a year earlier - 10.6%). The total revenue from these sales amounted to 865 billion rubles. This figure increased in 2023 by 35%, and in 2022 - by one and a half to two times. In 2021, compared to the previous year, the increase was estimated at 20-28%.

Vladimir Lavrov, CEO of Softline PJSC, identified the transition to integrated solutions and ecosystems as a key task for the Russian IT market: "In 2024, we need to move from offering Russian customers individual import-substituting products to a comprehensive integrated approach."

In order for developers to increase sales and become more attractive to customers - primarily Russian ones - according to Vladimir Lavrov, it is necessary to adhere to the rule of three "Cs": consolidation - to come to the formation of large vendors with an integrated portfolio of products in different niches; cooperation - between developers and customers, including within industrial competence centers; and coordination - so that developers do not duplicate products already available on the market.

"Softline", according to Vladimir Lavrov, sees prospects in software exports to the CIS (Kazakhstan), the Middle East, Southeast Asia, India and African countries, while "Softline" also hopes for support from the state in the form of digital attachés.

Andrey Shastin, Director of Development at Simtech Development, an e-commerce developer, noted that boxed software solutions do not have much potential for export, since friendly countries, where Russian developers are targeting, will also try to create a market based on tool and open source solutions. A more realistic strategy would be to transfer rights to the software and then localize it using local companies.

"Globally, the export of Russian solutions is the export of tool software and frameworks. The potential lies in partnerships with integrators who know the market, culture and business processes," says Andrey Shastin.
