Deputies plan for the law to come into force on January

Deputies of the State Duma of the Russian Federation propose to amend the Law of the Russian Federation of 27.12.91 No. 2124-1 "On Mass Media", the Law of 7.07.03 No. 126-FZ "On Communications" and the Law of 27.07.06 No. 149-FZ "On Information, Information Technologies and the Protection of Information".
"Communication operators and broadcasters, when distributing television signals via satellite, cable broadcasting, information and telecommunications singapore whatsapp resource networks, including the Internet, on the territory of the Russian Federation are required to use technical means of protecting copyrights included in the unified register of Russian programs for electronic computers and databases," the draft law states. The deputies who introduced the bill point out that since February 2022, unfriendly states have repeatedly attacked the Russian broadcasting infrastructure, and since 2023, the attacks have become regular. They attacked the TV signal distributed by satellite and cable television and audiovisual services on the Internet. As a result, the content was replaced with extremist messages, including those discrediting the actions of the Russian armed forces and leadership. The authors of the bill conclude that the domestic TV signal is poorly protected. At the same time, according to their data, the subscriber base of pay TV in Russia is about 90 million subscribers.
One of the most striking cases of attacks was on May 9, 2024. Then some users saw "anti-Russian propaganda" on TV.
"In connection with the above, it is necessary to secure at the legislative level the use by Russian broadcasters of satellite, cable and Internet television of domestic systems for protecting television signals from the unified register of Russian programs for electronic computers and databases. The draft law provides for the obligation for communications operators, broadcasters and the authorized organization for ensuring the distribution of television channels on the Internet to use technical means of protecting copyrights of Russian origin when distributing television signals," the explanatory note says.
