When asked by a ComNews correspondent why Russian Post chose the Federal Treasury CA, a press service representative replied that Russian Post is on the list of organizations that meet the requirements. The question of why Russian Post stopped providing services as a CA remained unanswered.

A representative of the press service of the Ministry of Digital Development reported that certification centers must obtain accreditation and update it every three years in order to have the right to issue qualified electronic signature certificates to individuals: "This is a standard procedure. It is necessary for CAs to meet certain requirements, including information security. Applications for renewal of accreditation from CAs are reviewed by the Ministry of Digital Development, then sent to a special government commission, which makes the appropriate decision. CAs "Greenatom" and "ETP-Consulting" submitted their documents on time. We submitted them to the government commission for consideration."

Sergey Kiryushkin, Head of the Gazinformservice Certification Center, told a ComNews correspondent that the accreditation requirements have been tightening in recent years: "The latest amendments to Federal Law No. 63, introduced by Federal Law No. 457, dated August 4, 2023, set the minimum amount of funds (capital) for an organization to be accredited by an accredited certification center (ACC) at 2 billion rubles (previously it was 1 billion rubles). There are exceptions that allow, in certain cases, to be accredited, as before, with 1 billion, but there are two conditions for this, described in Article 16, Part 3, Clause 1. For an accreditation certification center (ACC) that already has accreditation, difficulties arise mainly of an organizational nature, related to the labor intensity and duration of the accreditation procedure. But the ACC must have the ability to solve such problems."

Sergey Kiryushkin reported that the changes in the legislation are related to the regulator's opinion that the CA function can and should be performed by an operator with significant funds: "In general, this is a logical position of the regulator. One of the additional requirements that allows accreditation with 1 billion rubles is aimed at stimulating the use of qualified certificates with long-term validity periods of the electronic signature verification key. And this is also a reasonable measure that allows creating conditions for solving the urgent problem of long-term archival storage of electronic documents with an electronic signature."

As of August 17, the list of ATCs of the Ministry of Digital Development confirmed that two CCs received new accreditation: "Greenatom" and "ETP GPB Consulting". The accreditation of the "Russian Post" CC has been terminated.
