According to the text of the protocol, the Ministry of Digital Development, Communications and Mass Media, together with Roskomnadzor, the Federal Protective Service, the Roscosmos State Corporation, the Federal State Budgetary Institution Research Institute of Radio, JSC SS Gonets (the Express-RV and SKIF satellite systems) and Bureau 1440 LLC (the Rassvet satellite system) must form a working group that will deal with issues of using the Ku and Ka range radio frequency bands by subscriber earth stations operating through spacecraft of the Rassvet, SKIF and Express-RV satellite systems.

A representative of the press service of the Research Institute of Radio said that the working group will work under the State Commission on Radio Frequencies, it will include at least one representative from each department and company, but the number of participants may be expanded in the future. It will be headed by the director of the department of state regulation of the telecommunications market of the Ministry of Digital Development of the Russian Federation Dmitry Tur.
A representative of the press service of Roskomnadzor recommended that a ComNews correspondent contact the Ministry of Digital Development for a comment, and a representative of the press service of the Ministry of Digital Development noted that the working group will prepare a draft decision with the conditions for the operation of subscriber stations for the Ku- and Ka-frequency ranges as part of the development of preparatory work for the development of non-geostationary communication networks.
"Thanks to them, high-speed Internet will appear in the most remote areas of our country. One of the stages is the allocation of frequencies for subscriber stations: stationary, as well as mobile (used in trains, cars, airplanes, on sea vessels)," said a representative of the press service of the Ministry of Digital Development.

Let us recall that the day before the meeting, on July 31, 2024, the State Commission on Radio Frequencies adopted Decision No. 24-74-04 "On the use of Ku- and Ka-band radio frequency bands by subscriber earth stations operating via spacecraft in non-geostationary orbits in the fixed-satellite service", in which it allocated frequencies "for the development, production and use in the Russian Federation of subscriber earth stations in motion, in order to ensure their interaction with space stations of Russian satellite systems of the fixed-satellite service in non-geostationary orbits (hereinafter referred to as NGSO FSS), in the frequency bands allocated to these systems" and "for the development, production and use in the Russian Federation of subscriber earth stations of VSAT technology (hereinafter referred to as stationary subscriber earth stations), which interact with space stations of Russian satellite systems of the NGSO FSS, in the frequency bands allocated to these systems".
"The members of the State Commission on Radio Frequencies have various questions regarding the conditions for using such earth stations. The working group was created to resolve disagreements regarding the conditions of use," concluded the representative of the press service of the Research Institute of Radio.
