Director of the Department of State Regulation of the Telecommunications Market of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation Dmitry Tur reported that the department has developed and published for public discussionbill, according to which all calls from legal entities must be marked, including mass calls (the criteria will be determined by the government).
"This service should be free for subscribers. A legal entity must provide information that can be seen on a smartphone screen. There will be a unified database between operators, in which labels will be exchanged. We will work out the procedure for communicating information to operators from government agencies. We assume that interaction will be based on market principles," explained Dmitry Tur.
As previously explained by the press service of the Ministry of Digital Development, the following algorithm will begin to work: companies will provide operators with information about themselves and the purpose of calls, the source of the call will be displayed on the subscriber's phone; if the company refuses to provide information, the call will be blocked, while subscribers will be able to refuse mass calls or choose companies that will be allowed to call them.
Dmitry Tur stated that this bill will presumably come into force in the fall of 2025.
