The common denominator of all experiments and projects that I have experienced and seen is the goal of increasing online participation in the municipality or province. The new digital era also requires greater influence of citizens in politics and government. As was also mentioned in the 2013 Speech from the Throne. Are we making a transition to a participation society? But what is online participation? In this article I use the definition: 'By means of technology, increasing the influence of citizens on the actions of the government.'

I notice that the municipalities lack a framework or step-by-step plan to place the initiatives in. By a framework I do not mean an extensive document with five pages. This can therefore be simplified. One way to do this is to classify the projects in the participation ladder .
