Bill No. 173246-8, which will allow the launch of municipal-private partnership projects and municipal concessions in the field of information technology, was adopted in the third reading.

Bill No. 173246-8 "On Amendments to the Federal Law "On Concession Agreements" and the Federal Law "On Public-Private Partnership, Municipal-Private Partnership in the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation" was submitted to the State Duma of the Russian Federation in July 2022. The amendments proposed by the bill affect the regulation of issues related to the development of artificial intelligence and information technology in the context of concluding concession agreements and agreements on public-private and municipal-private partnerships. The purpose of the changes is to create additional incentives for attracting private investment in IT projects at the municipal level, including for the accelerated implementation of various elements of the "smart city".

Let us recall that in 2018, a law was adopted that allowed the conclusion of public-private partnership agreements and concession agreements in relation to IT facilities at the regional and federal levels. At the same time, a ban was imposed on the creation of IT projects within the framework of municipal-private partnerships, and the norm was formulated vaguely in relation to concession agreements at the municipal level.

According to one of the authors of the bill, a member of the Committee on Information Policy, Information Technology and Communications of the State Duma of the Russian Federation, one of the founders of the Digital Valley of Prikamye Foundation, Anton Nemkin, this situation has significantly limited the ability to attract extra-budgetary funds for the implementation of IT projects that directly affect the lives of the population and create a comfortable urban environment.
