The Ministry of Natural Resources of the Novosibirsk Region, together with the regional Ministry of Digital Development, has begun the actual implementation of a pilot project using cameras installed near an illegal dump on Bolshaya Street in the city of Novosibirsk.
The project to prevent the formation of landfills by video recording of offenders and imposing administrative fines on them was implemented on the instructions of the Deputy Governor of the Novosibirsk Region, Sergei Semka.

When vehicles are detected dumping waste in an unauthorized location, an employee of the Ministry of Natural Resources of the Novosibirsk Region files a report with the Main Directorate of the Ministry of Internal Affairs of Russia for the Novosibirsk Region, with attached photo and video recordings.
"By using the SMEV system, we search for the owner of a vehicle based on the recognized state registration number, and the information obtained is sent to the internal affairs agencies to draw up a report on the commission of an administrative offense," said Oleg Bobrovsky, head of the operational response department - environmental inspection of the regional Ministry of Natural Resources' control and supervision department.
Since the beginning of the project, 60 administrative violations have been identified using video recording. The project is yielding positive results. Thus, according to the results of a visual inspection of the site on Bolshoy Street, a significant reduction in the amount of imported waste has been noted.
"If in the first days of operation, 5 to 8 trucks were recorded entering the territory of the illegal dump, as well as cases of leaving the land plot without imported waste, now it is 2-3 vehicles and isolated cases of unloading. Thus, today, for the most part, only violations of the Road Traffic Regulations are detected in terms of the passage of trucks under a prohibiting road sign," Oleg Bobrovsky emphasized.
Next year, it is planned to equip 5 more similar facilities with video surveillance cameras with the ability to use analytics for recognizing state vehicle license plates and monitoring waste removal.
