Where to start recovery
The first step for any device is to install the application. You can find it in any application store (Play Market, App Store). Then standard settings: select country, language, phone number. A confirmation code will be sent automatically via SMS - you need to enter it in a special field.
Next, restore the backup copy saved in different folders on smartphones with different software.
For Android: backup is performed on Google Drive, internal memory of the device. When data is detected, the messenger will offer to restore data (correspondence, files).
For iOS the algorithm is similar, the only difference is in the location of the copy (iCloud).
Please note: If you have disabled automatic backup, your data cannot be restored.

In what cases will WhatsApp data recovery be done on the phone using a backup copy?

Where to find the WhatsApp folder on Android
It contains a subfolder "databases" with files named with the date (year, month, day), the letters "db" - database, crypt - encryption protocol.
This subfolder needs to be renamed to a name like "msgstore.db.crypt14 (the number is the encryption protocol number, specified in the files in the folder).
Next, delete the previously installed application and reinstall it. When you launch it and repeat the recovery procedure specified earlier, the offer to restore the backup copy should appear (the "restore" button when "chat backup copy found" appears).
If you find it more convenient to work with Google Drive, you can restore your backup from there.
