He asked the heads of captive companies participating in the forum about the reasons why large corporations needed high-tech "daughters".

"We have dozens of enterprises that are located in several regions of the country with a structure and management systems. It is obvious that increasing efficiency requires that IT specialists be gathered in one place where the best practices and expertise can be combined," answered Igor Kozlov, CEO of Segezha Digital Solutions LLC.

"If we answer literally the question of why IT is being separated into separate companies, it is to take full advantage of state tax incentives," commented Denis Kharitonov, CEO of NLMK-Information Technologies LLC.

"Tax incentives are not the only reason for me to create a captive company. The main reason is that we are a center of competence in the field of IT," shared the vision of the CEO of Gazpromneft - Digital Solutions LLC Alexey Poperlyukov.

"We created Rusagro Tech in 2022 with the aim of increasing business efficiency. The second reason is tax benefits from the state," answered Artem Petrov, CEO of Rusagro Tech LLC.

Anton Salov, head of the Internet of Things and industrial automation at PJSC MTS, the only representative of the parent company speaking at the forum, believes that in-house development often looks more attractive than outsourcing solutions, as it contributes to the unified goal-setting of the company and its subsidiary. In his opinion, if the system is built correctly, it shows efficiency.

"Telecom is a licensed activity, so it is convenient to separate IT into a separate "daughter" and avoid the pressure of the main company's bureaucracy on the IT department, where processes are simpler. In addition, the new "daughter", which has not yet reached turnover, has a zero profit tax, and this helps, in terms of efficiency," noted Anton Salov.

Sberbank is on the path of transforming captive companies into product companies.

"We do not own captive companies in their pure form; these are product companies that provide services both within Sberbank itself and to the external market," said Andrey Dmitriev, Managing Director and Head of the Client Transformation Directorate at CIB PJSC Sberbank.

"We need to stop fooling ourselves. IT subsidiaries appeared for the sake of tax breaks for IT companies, a deferment from military service - otherwise, where would we get so many people for hundreds of companies that emerged in a year? And also for the sake of organic integration of the IT structure into the parent company, because a field worker, say, in the oil and gas sector, will not treat an IT specialist the same way as his colleagues. But if we look at it from a global point of view, we are following the path of China, where IT structures are part of large holdings. The Chinese market is very similar to ours," says Kirill Menshov, Senior Vice President for Information Technology at Rostelecom.

"Competition is the reason for the emergence of IT subsidiaries," says Denis Levchenko, director of Rolf Tech LLC. "We all understand that we are competing with each other for IT specialists, because there are fewer of them - many have left - and the volume of internal work in Russia has increased. Competition is not within the industry, but between industries. And of course, it is simply unreasonable not to take advantage of IT benefits in order to be more attractive in the eyes of employees."
